What is this? Postage Paid?

No, that is not a PPI ("Postage Paid indicia"), that is a regular, modern German meter postage, called "DV Freimachung" (IT postage or PC postage).

That meter postage form is listed in the "International Postage Meter Stamp Catalog" under Germany's PC-A8 [1], PC stands here for "Stamps produced by Internet/PC systems". There are different variations, with of without an information note the franking zone itself. The older (but still in use by some few customers) notes are made of a rectangular frank frame (divided into 3 sub-rectangulars) which isn't a real frank, but informs the postmen that the real postage is shown in the address zone/window of the envelope. The recent forms have (if used) an additional the so-called "Frankierwelle" ('franking waves', a matrix motive of waves) in the franking zone. But again, the more recent Frankierwelle is just facultative, not mandatory. Often you get a letter, which have absolutely no (postage) markings on the envelope itself, but only your mentioned matrix code meter postage, just above the address.

BTW, the K4028 imprint is a so-called "Konsolidiererkennzeichen" which identify a specific mail consolidation company. These companies collect and sort mail of different customers by ZIP-codes, before they were given to the German postal service. That "sorting-job" qualifies for a re-cash discount for the postage. K4028 should be the code of the "Meiller Direkt" company.
