Ich hatte hierzu mal einen Bekannten, der einen UPU-Onlinezugang hat, angefragt, aber da es sich hier um interne Rundschreiben der UPU (nur) an seine Mitglieder handelt, war er 'aus Gründen der Geheimhaltung' mir weitere Infos hierzu zu übermitteln. Es ist schon ein wenig merkwürdig, dass hier der 'private Kunde' mit Bezug auf dieses UPU-Rundschreiben seinen Brief zurück bekommt, die UPU diese aber als 'interne Verschlusssache' ansieht ;-)

Zum Glück gibt es Funkamateure, insbesondere sogenannte DX-Manager, die einen großen international Postversand abwickeln. Tim, M0URX, konnte wohl über andere Quellen auf das Circular zugreifen, hier seine Zusammenfassung [1]:

The world’s postal administrations have been advised that they should no longer dispatch international mail addressed to the Crimea region via Ukrainian Post.

The Universal Postal Union passed on a message from the national postal service of the Ukraine last week confirming that it has difficulties delivering postal items to locations in the Crimea and the city of Sevastopol.

The guidance comes following the annexation of the territory by Russia in the wake of a local referendum described by the United Nations as “invalid”.

The UPU confirmed that it passed on the message to all its members, the postal administrations of 192 countries, stating that they should suspend dispatch of international postal items addressed to the Ukrainian postal codes 95000-99999.

The UPU said Ukrainian Post would inform global postal operators about the resumption of deliveries “as soon as the situation changes”.

Commenting on the situation, UPU director general Bishar A Hussein said he hoped the parties involved would soon find an operational solution.

Ich würde die Adresse russifizieren (d.h. nur Ortsname, ohne die 95000er PLZ & ohne Verweis auf die Krim) und über Russland verschicken lassen. Wenn es die Post nicht merkt, hat man vielleicht Glück und die Sendung wird entsprechend abgeleitet. Ähnlich wie bei "Hargheisa, Somaliland / via DJIBOUTI", das klappte (klappt?), obwohl der Postdienst mit Somalia offiziell unterbrochen ist. Der (für die DPAG) 'getarnte' Weg über Djibouti funtioniert(e) (zumindest mal).
