I have made some investigations. The answer was found in Estonia Philately & Postal History Handbook-Catalogue from 1988.

..................page 38 "Proofs: A considerable number of essays in various shades or in completely new colors were printed. Quite a few of these are private production with the original plates. However also genuine proofs were made and today we are not able to tell the difference. Essays of the stamps in different sizes are known. Proofs are also known of the unissued 20 p. values in following colors: red, dark yellow, green(offset), dull bluesh green, olive green, blue, greyish black on grey paper and black."
