Thank you both for your excellent work. Your translation makes sense for dealing with the letter's content.

What puzzles me now is why the red "2" is crossed out and the letter marked "refusé le post". I didn't know the addressee could read a letter then refuse to pay the postage. Maybe the organization deducted the postage from the person's account? The address is not crossed out and there is no date stamp for the return to Bern.
